Chu was the Chief Engineer of Ministry of Industry and Information Technology of the People’s Republic of China from 2009 to 2015. Other positions he held include Chief Engineer, Director General of Operation Monitoring and Coordination Bureau, Ministry of Industry and Information Technology of the People’s Republic of China; Director General of Operation Monitoring and Coordination Bureau, Ministry of Industry and Information Technology of the People’s Republic of China, and Deputy Director General of Economic Operations Bureau, National Development and Reform Commission(NDRC) of the People’s Republic of China.
